Misleading and poor in general
First off, I would like to say that you should have a different sort of title, and not have pacman in it. With the current one it sounds like a a game where you would kill pacman, or play the pacman game but instead be the ghosts rather than pacman. In this, you could replace pacman with a ham sandwich and it would still make perfect sense with this game. The only reason you used him is to get your game more popular in my opinion; something that i despise when people do.
Now, onto the actual game itself. The game is simple of course; jump on the pacmen floating across the screen to kill them. However this isn't exactly entertaining because once you get the required quota, the game instantly stops and you go to the next level. This sort of kills any fun that you could be having with the game since when you start getting a huge chain of kills and its starting to be entertaining, the game stops you.
On the controls, they were... decent. The only problem I had was jumping onto the initial pacman from the bottom; This system seemed to be flawed since half the time if i jumped into the middle of a pacman I would go up, and sometimes I would go down. A game like this needs consistency and showing exactly what you can and can't do. Not randomness. Also, you may want to make the pacmen float around a little lower, since in the way it is now he cannot jump onto one, and has to do that awkward jumping into mouth thing that I meantioned before does not always work and is flawed, something that this game cannot afford to have.
With originality, it was lacking. Again, all you seemed to do is copy the pacman name to get your game more publicity. It also seems to just be a basic platformer but well to be brutally honest, worse. In other platformers you can get a chain and such and keep going, and the game flows. In this it awkwardly stops after reaching the necessary amount and kills off any fun you may have.
All in all, this game I normally would've rated a 2/10. Unfortunatly since you decided to use the pacman name just for your game to be more popular and just incorporated his face and nothing else about him, I give it a zero because I really don't want to be promoting that and people should not be making flash games trying to incorporate as many famous things as they can so more people would play them.
