I like the idea you had with the glitch effect, but you could have made it more static if you know what I mean. Like add noise to it. I also thing the background kind of distracts the mood this drawing is trying to go for. I don't know if you wanted to go for a "mysterious" type of mood but if so I think the background could have been darker. Overall the, this drawing if fairly good.
