Two comics with the same concept. Put superheroes at bay.
In case you don't know these two incredible stories:
Marshal Law: Written by Pat Mills and drawn by Kevin O'Neill (who also contributed to Alan Moore in the entire series of "The League of the Gentlemen Extraordinary") is about a policeman who was subjected to a series of experiments that they returned a superhero and sent to an armed conflict in Venezuela, while California is hit by a mega-earthquake, the city was invaded by gangs of superheroes (the same ones that fought in South America) and this policeman called Marshal Law is dedicated to keeping at bay These super humans.
The Boys: Written by Garth Ennis (the author of great stories like Crossed, The Preacher and Rober Red Charlie), the series is set in a contemporary world where superheroes exist. However, most superheroes in the series universe are corrupted because of their celebrity status and often show reckless and contemptuous behavior towards normal people. For this reason, a CIA team with super powers, informally known as "The Boys", is responsible for monitoring and controlling (using intimidation, blackmail and violence) the superhero community.
