With all those lines it just looks terrible, and the mouth looks so awful doesn't look great at all and just doesn't blend in well.
Your choice of shading doesn't fit very well, maybe using a lighter color just a bit. The forehead doesn't even look part of the head. His neck is also WAAAY too wide.
Maybe if you tried using less lines all over the place, it'd make a better picture.

You and I both know that this is a really old drawing, and you should know that this was just some sort of random drawing and because of that I didn't take this one seriously. plus I didn't really bother with the neck because that wasn't the wain thing I was focusing on, I probably would have taken that out but forgot.
