Oohh look, it's Mario Hugo!
Now, what's this all about? This is actually part of an art tribute for the 20th anniversary of 31 Minutos, a legendary and unique puppet 'news' show which started in the early 00s in Chilean television, and one I 139049% recommend.
The show has plenty of fun designs. For this fan tribute I chose Mario Hugo, a chihuahua journalist who happens to live with 30+ dogs.
If you're curious and would like some more context, just a few days ago this 1 hour (in english) retrospective got a lot of traction (also here in Chile!) and it's quite an elaborated summary of the show and it's origins.
