Good drawing!
I think just a bit that the shading's a bit confusing and his weapon is having some 3-dimensional problems.
But I couldn't draw better myself... even though that isn't much to say.

The first Carebear villian from the early Mad (The animation studio, not the magizine) specials and the DIC series.
Not that any would have the arguement, but I would have to say he's the best villian with the "Come-Voice, Green Face Book" coming in at a close secound.
