For a time there was a huge demand on making ways to remind people about the importance of the sea, which inspired Inari to create a dolphin robot with the help of her husband, Tsukoyomi.

After a time of testing different bodies and frames, as well as materials that would ensure a low chance of rusting in both fresh and salt water, they finally finished and showcased Jet Dolphin, which by this point they knew would gain sentience by the time he gets to show his capabilities, though they did not expect he would gain that as well as an interest in women when many of them pointed out how beautiful he was (his direct flirtations did not win many over however).

He did thankfully get the trust from his parents and the population when he dove into the water to rescue people on a burning ship and instructed his older brother, Craw, on how to assist with his flying capabilities (much to the older brother's chagrin).

He spends most of the time at the seas where he does research on all the life there as well as minerals and any sunken ships and it's cargo. He either collects treasure or sea shells to woo any woman that has his fancy.
He will also be using his eyes to record fishes and other cute sea creatures being majestic and show them off as well.

For anyone wondering, there are anthropomorphic sea animals in the Heavenly Kyuubi setting, it just took a while for underwater robots to become popular.
