The actual main antagonist of this game was "Akumu," a Shinigami who was attempting to haunt Raiden's nightmare after killing Sayuri Maddie, his guardian.
It's like from the OVA of "Amon: The Apocalypse of the Devilman" and Maria's death from a video game "Shadow the Hedgehog"
