I didn't sketch, just drew the sloppy lineart, paint bucket the colors on another layer, make a multiply layer and add quick shading, add rain effect, buildings brush (Clip Studio Asset), then, 2 copies of Zaba with a black and white border :)

then i slapped the noise effect onto the image and turned opacity down to 19%
