Despite not having witchblood (or any blood at all, really,) low-level angels (and retired angels) can often emulate witch magic with a bit of brute force and knowledge, often taking on the role of witchery scholars or assistance.  Soleil, a "retired" angel, acts as a scholar and newsletter organizer for one of the many Goldblood covens and her attention to detail and fondness for clockwork make her fit right in amongst the more "natural" witches.
