This is a good dystopian piece but it doesn't capture the helplessness and overwhelming oppression from 1984.
It's too generic to accurately portray motifs and themes from Orwell's work. 1984 heavily emphasizes a totalitarian government that quickly and strongly pushes their agenda openly and is quick to silence anyone or anything even remotely against it. Perhaps a big but indistinct crowd (to keep with the psuedo minimalism) looking up (to portray they are the lower class) at Big Brother propaganda (they are in charge, what they want to see) with only one person looking away and to the viewer. In contrast, to the sides, heavy shadows with shadowy figures watching the crowd with no telling features of they're pro or anti establishment.
Obviously, it's my personal take, but I can see that you have a strong feel for dystopian and I feel there can be a lot more done with the single character that is the focal point of your work.
