He's a megalomaniac crime boss in a 80s-styled post-WW3 cyberpunk setting, I wanted to make some Snatcher-styled kinda Sega CD-esque game to go with it, back in the day. Kind of a weird Scarface-meets-Space Adventure Cobra situation, though this dude was supposed to be a villain
