I think it's okie to an art style but it's not okie to steal an OC and that is bad. If they did actually steal your OC, then that's not a good thing, regardless if they have more follower or not.

I see One Account is a copy my style and over 3k followers.
and I didn't get any credit from her
because she took my OC and played it on Gamejolt and didn't give me credit for all the pictures!!!!
and if I apply Gamejolt , I might get into some drama from her followers.
