Oceana being an arch-foe of Dr. Flame and Lion-Gal, is particularly spiteful towards her. Oceana's past insatiable sadistic lust of torture and playful humiliation towards society who think they're "better than her".
She sees Lion-Gal representing everything she hates. A "Good Paragon of Justice", a Celebrity admired by millions and helper of sick children. She thinks she's perfect. She wants to make her feel low and made sure everyone watch.
