He is called "The Chaser"

He looks like Sonic but he has darker blue fur, his gloves and the cuffs on his ankles are dark red, and he has dark grey shoes and the face is replaced by a void face with two white eyes.

this is also his insane or aggressive form

This is probably an inspiration of X-Terion because of the lack of face but two eyes
