It has been about two months since Toranosuke Yoshida's transformation into Chihaya's twin. As the Phantom Thieves investigate the mysterious Face Changer app in Tokyo, Yoshida has no choice but to search for other employment in the interim between elections while he awaits being able to reverse his transformation. His continued interest in politics brings him to the small town of Inaba, where he finds employment as an assistant to the town's mayor, Taro Namatame.
