everyone's both a future victim and suspect, you'll only know which is true through death

who is murded?
If it were a game, would it operate with werewolf rules? Like, bit by bit the killer offs everyone until there's one left, and it's the detective's job to find the killer before it's over.
Or would it be just a one-off kill and then everyone is interviewed?
Whatever it is, how would it work?
