From the thumb, I also thought this was the kid from Ice Climber...
No, it's based on the Mega Man Powered Up game models~ Fully Charged's Ice Man does not wear a parka at all, features headphone-like ears (Unlike every other Ice Man incarnation that exists) and has visible face pieces.
As for Popo ressemblance... Yeah, there's so much difference you can have between two simplified blue parka wearing characters....
