This time it's another lesser-known mermaid, Marina from the Smurfs episode "Handy's Sweetheart".

This probably happened when Marina's father Aquaria felt sorry for her being away from her landlubber boyfriend forever. He must've used some kind of magic to turn her into this form so she could see him again. Imagine the reaction Handy - and the rest of the Smurfs - when they see her enter their village. The boys will probably go ga-ga for her while poor Smurfette develops another jealous streak.
