no he's not...? a sweet sixteen is some american coming of age thing, john was making fun of steve for wanting his birthday celebrated at all (like "oh? you want me to wish you a happy birthday? give you presents and cake? what are you, a spoiled teenage girl?")
edit: all good man, but fan wikis can be suuuper unreliable, so in general i'd take everything you ever read on those with a grain of salt
