Welcome to Newgrounds! It's awesome that you want to get started making games!
Do you have any experience programming? If not, and if you'd rather not dive into that right away, you can start with programs that allow you to create games without needing to write code, such as Stencyland Construct 2. I think they're both free to try and make games on the web for (you might have to pay if you want to make games for mobile etc..)
Otherwise, Unity is a really popular option these days, and they have a huge community. It's also free to start working with it, but I believe if you want to remove their logo and do more things you'll have to pay. Unity is definitely a huge engine that can accomplish a ton of things.
If you want something simpler, Phaseris a really nice Javascript framework for making games for the web. You'll have to learn how to program if you don't already have experience with that, but it could be a great way to learn!
So, there's some options! I think the best way to know which tool is best for you is simply to download some, try them out, and see what you can accomplish!
