maybe instead of using the noun "hound".....you use the verb "hound" instead

When it comes to environments, this might sound a lot like it's just semantics, but it helped my mindset a lot:
Don't treat Backgrounds and Environments as the same thing. Backgrounds are like what I did with the icecream witch: it's just stuff to fill in space behind the subject. I usually do that when there's not a lot of storytelling potential or I just need people to see the figure.
An Environment on the other hand is something the characters are in. There's an important distinction there, because now there's stuff all around them, and they can start interacting with it. Now they should interact with it. Their poses and positions now depend on what they're doing and where they're doing it. When I sketch, I usually do characters and environment at the same time. It's useful for checking scale and composition before getting too carried away on one element and realizing the other part isn't clicking. Like in this is an early WIP for an upcoming witchtober thing:
I roughly outline the kitchen and figures at the same time, thinking about what to surround them with and where to pose some storytelling props in areas that help shape negative space and won't get smushed or overlapped. There'll be some perspective work eventually, but generally I try to do the sketch first and perspective later.
