Generally speaking, in Flash you achieve that by having some animation inside your symbols and playing it in sync with the transformations and tweening of those same symbols on the outside.
How you organise that animation inside depends on the design, but the '2.5 D' effect is usually achieved by a combination of shape tweens and classic tweens + sometimes some frame-by-frame, which all combined give a sense of 3-dimensionality and richness of movement.
