Many people still use Flash 8 or various versions of Flash CS. EDAP Tools add unimaginable functionality to these older versions of Flash.
All features with the exception of SMR IK are included in the standard free version of the package.
For those who use Flash for free, the free EDAPT provides pro-grade FK rigging and posing tools.
For the ones who have no difficulty to pay the corporations' subscriptions, there is an option to actually have real working pro-grade IK.

Okay, that's great. I'm becoming more and more sold on the idea. I look forward to testing the tools out when I get some free time!

There is a bit of a learning curve, but we provide a lot of documentation and sample files.
This may be a good place to get directions how to start with Smart Magnet Rigs.

Only one big question i have:
THose jount are compatible for animating characters which turning around from side to another, without much drawing every positions?
Im struggle hard with frame by frame animation for turning around characters and i wish to use this for turning with les hand drawing

Generally speaking, in Flash you achieve that by having some animation inside your symbols and playing it in sync with the transformations and tweening of those same symbols on the outside.
How you organise that animation inside depends on the design, but the '2.5 D' effect is usually achieved by a combination of shape tweens and classic tweens + sometimes some frame-by-frame, which all combined give a sense of 3-dimensionality and richness of movement.
