is there a website builder that allows you to put a free custom domain/url on your website? like, without the "premium to get a (free) custom domain", just a website builder that allows you to have a free custom domain without paying for premium to get the free domain

Not that I know of. There are some that will let you have a domain that doesn't look too out of place (in the past, I had a "*.page.tl" "domain") but they won't let you choose a domain that you want (like .com, .co.uk, etc.)

You could try and use neocities and maybe pair it with a .tk domain. Both should be free. IDK though if you can link a domain to a neocities page without paying them..
Some free hoster allow you do put a domain on it, but they don't offer domains directly.
They just let you put a dns "A" or "CNAME" record to your Webspace.
And then there are some free domain offers.
So if you combine those offers then it works.
Earlier I used bplaced.net for free webspace and dot.tk for a free .tk domain.
For having a small website it is fine.
