If you want to leave a review on a submission (art, game, movie, audio) you can do that by using the form under the voting stars. You can choose to have your voted score show with the review or hide it.
If you are trying to reply to forum topics, you have two options:
The bubble !! icon at the top right of a topic lets you leave a reply to the topic without replying directly to a person (quoting, which generally lets them know you've mentioned them)
If you want to reply to a specific comment, you can choose the bubble "!! reply" and it will quote them as part of your post. You can also react to that specific comment.
