I was scouted a while ago, but about a week later, I went to upload a piece of art to the portal. But it said that I wasn't scouted. I wasn't given a notification about this, and I am currently unable to be re-scouted. So I'm thinking I may be banned, although I didn't seem to do anything wrong. I was wondering if this issue can be resolved at all, or if I am able to be unbanned if my suspicion was correct. Thanks.
I think you got descouted because you're still a beginner artist, and whoever removed your scouted status may have felt that you weren't quite ready for it yet. The scouting lock is just in place to prevent one of your friends from simply re-scouting you, but it can be removed once you've grown enough as an artist to be scouted again.
Whoever removed your scout must have thought you could improve. Everyone can improve their art! Yours looks great!
