You can not upload audio you didn't create and have full rights to. "Permission" to use something doesn't count.

If an artist puts their music on Newgrounds then yes, they are paid based on revenue share that is given to them based on how many clicks a non-Supporter or non-member makes on the ads
That metric exists in Settings
Outside of this, I recommend you don't smartarse your way out of the site's terms, conditions, and copyright enforcement; many of the membership here have very little patience for this behaviour and if you want to endear yourself by making levels, you're best not burning bridges on the scant amount of reach you currently have /srs

There's no active revenue share system setup right now on the site to earn ad-rev from views (there used to be, but that was more-so back in the flash years). You can upload your own self-made audio, but you're not going to 'monetarily' earn anything off of doing so here.
