If i wanted to draw a face on Flash 5. And i wanted to add eyes, mouth, etc. That would mean i have to put the eyes and the mouths and the nose and ears on seprate layers. Correct? I just want to ask because i wish there was an easier way.

he probably wants them to move. so yeah you need things on different layers if you're gonna use tweening on them. if you are gonna use frame by frame type animation that traditional animaters use, it doesn't matter about the layers. some people even go as far as putting the eyes in a movie clip so the blink independently, etc.
so in closing, you only need things on different layers if you use tweening, like motion or shape, etc. i think, i dunno, i'm dumb or something.
