I would really like to know how to start a basic webcomic from scratch.
Not the making the comic part, but displaying the comic, allowing comments, and allow voting...
Could somebody guide me to a tutorial for learning something like this?
Read much about PHP, thats not something you'll learn just by reading a tutorial ...

Well, go to freewebs.com. Get a free site, and use there blogs on the main page and just upload your comics as jpgs or gifs. That'll get what you done without learning a new language.
