*Slowly sucks in teeth* um... honestly... its ok. But it's not chibi. It's more of... a chubby stick person is the best I could say. I like the backround colors, tho. If you ever update this... let me know. I'd love to see wat you've added. I'd probably say this a beginner's dress up, but probably the best I've seen so far. I'll give it a 4 out of being nice, but truly I'd give it a 3 or 3.5. Other than that, I think you did ok.

I'm creating a game sorta like this called CharacterCreater v.02

not great, but not bad

when you changed the color of an object, such as a shirt, the seams changed color with it, thus making a weird red shirt. the eyes should include a change of the eye shapes. the background should be a scene, not just a swathe of color. changing gender and or body styles would help. for music, even a repetive loop would work, of course just have a mute button.

waste of time

You need more than 5 options for each thing. And mabey an option to change the chibi. At least you're trying.
