Interesting concept.
I'll give a 3 for the effort. In all honesty, someone with a photoshop GIF animator can do the same thing. The only reason i gave a 3, is because it's just as taxing to do a frame by frame animation with flash as it is with a GIF editor, if not more so.
I'm not saying it's horrible, but you've got a lot of room for improvement. The frames are a little jumpy and no amount of increasing the rate will change that. If this is a first attempt or an experiment, that's a good first try. Otherwise I think you need to go back to the drawing board and work on a more fluid style of animating (unless you want a jumpy manufactured style, which in some cases can be quite fitting).
There's little story besides some paramecium looking bug evolving into a Kirby and then a tree getting smashed by a random sphere of some kind.
Art always has a captivating story behind it, even the most simple pieces tell a story. And yes, i consider Flash animations to be art. There's not much else i can say except don't get discouraged, just keep working on it.
