I think adding chronic aberration, video degradation, & shift filters may help make it more vintage. Fire Alpaca has chronic aberration, while Gimp has video degradation & shift filters.
This is based on a series of fan art I kept drawing where I designed what Doodletones' "It's The Police" would look like as an obscure vintage anime.
