Political powers is a way to say that you have a representative role has a politician or that you have connections to people who do, but instead is depicted as some sort of magic powers to invoke important political figures to literally fight. It became a meme because it reminded people of how undertale AU's depicted Sans in fights using a lot of stands as allies.
