This has more pschological analysis then id care to think about, and i barely even know psychology. I do know art however, and how to decipher it.
I think, for every nearly faceless person, he imagined somone he didnt like, one standing in front of him in a very dominant aggresive pose, the other not even paying attention that the shooters alive until its too late.
Also, he never drew anyone in the car, which would of added to the violance, but i think it more symbolizes the fact that he doesnt seen the Fuzz as people, but more of a thing.
