Don't worry about what other people say. You put a lot of time in this and should not quit. Next time, put the frame rate to about 24 to 30 FPS. It make it go smoother. Hope this helps.

id like to see where you are going with this. i mean the drawings could use a little touching up but it looks interesting. i definitely think youd get at least a 3.5 rating if you touhed it up just a little bit and finished this. i look forward to seeing the finished product if you're up to it.

Anyway,
The graphics were decent. Quite nice, actually, compared to many other flash artists on Newgrounds. The only thing I have to recommend (graphics-wise) is to change the shading - make it match the light sources. Shading only one side of the face looks a bit awkward.
It was short, and it would be nice to see Megaman go through the enemies/stage to get to the boss, then fight the boss, but it seems from your comment that you most likely won't finish this. That's quite unfortunate, as you're not bad with flash. Oh well... :\
Just need some inspiration and some feedback, and some time lol/.

I'd really like to see where you can go with this. I'd say stick to your guns, give it a good, solid effort, and you'll see some good reviews. Good luck!
By the way - and you're probably already aware of this - but you can't hear your voice actors over the background music. You may want to adjust the respective track volumes... or... maybe not have voice acting at all!
I don't know if it's just me, but unless you've got some really riveting dialogue, is it necessary or even worth it to include it? If you want this to be a serious fight, then I'm sure you could make due without it. A simple, fast-paced, and elegant fight between the Blue Bomber and Flashman? I think that'd be sexy. Dialogue might make it cheesy.
I personally enjoyed the Megaman vs. Quickman flash (El Cid made it, I think) a lot. It didn't have any dialogue, and it rocked. God, I do tend to carry on. Anyways, voice acting - is it necessary? Something to consider.
