I am honestly amused by your game. It's not bad, however, it has room for improvement and you can obviously see that. I am looking forward to your future updates.

Better than the last one
Add some music, add a story, fix the menu glitches on death, add a mercy timer to the beginning of the game, and fix the missle names.
Well...
As far as instructions goes, you might want to add how to move, how to shoot, etc.
Moving is a bit twitchy, I'd recommend tweaking that a bit so that players aren't overly frustrated with trying not to hit the top or bottom of the screen.
As you suggested, improved graphics and sound would also be a plus.
For a work in progress, it isn't half bad. For the moment, I would have to grade this as a rough draft.

You need to change the name of the in-game power up to "Rapid Fire" Currently it displays "UNLIMITED MISSILES/SUPPER MISSILES" when you pick them up. This is inaccurate because they bluntly are not unlimited and they are in fact rapid fire.
Things to add:
A story, explain to us just why/where we are going to/from and just why/how these clouds are a hazard to us.
Oh course story may be one of the things you work on.
Not good, but not bad. I reccomend lowering the sensitivity.
